Post-Release on Recent Migration Trends conference

“Recent trends in the Russian Migration system”
 
On Tuesday, October 21, the Association of European Businesses in the Russian Federation held a Conference on “Recent trends in the Russian Migration system” with the participation of the RF Federal Migration Services.  
 
Among the speakers at the Event were representatives of the Federal Migration Service. Attendance was high, with over 150 representatives of various businesses and embassies eager to raise their concerns about the recent changes in the procedure for obtaining a work permit and visa applications for non Russian workers and share their experience on this matter in Europe.
 
AEB CEO, Frank Schauff emlhasized the importance of such an Event because of the high importance of the nature of the topic. The AEB had a series of meetings with Mr. Naryshkin, Head of Presidential Administration; Mr. Zhukov, Deputy Prime Minister and representatives from the Ministry of Foreign Affairs, as well as EU Authorities, where the problem areas in the migration system and ways of joint efforts to ensure a simplified visa regime between the EU and Russia were discussed.
 
The one window approach for AEB members is the result of a successful, joint effort of the AEB and the Federal Migration Service.
 
Oleg V. Artamonov, Deputy Head of Federal Migration Services, gave a presentation on the new work permits application procedure for AEB members "One window approach”: particularities and further development - the New Administrative regulations of the FMS.
 
Mr. Artamonov also announced that the employers of foreign employees may apply for a quota during the year (when necessary) and not only before 1st of May every year. This approach further simplifies the procedure for obtaining a work permit.
 
Mr. Aksenov, Head of registration and visa department of Federal Migration Services, talked about the registration of branch offices with the Russian Migration Authorities for the purpose of work visa applications and the issue of business visa.
 
Mr. Sudalin, Head of labor migration department of UFMS in Moscow, emphasized that the procedure of work permit issuance for foreign employees from the CIS has not changed and Decree of the Ministry of health and social development regarding additional state quotas for employees from the CIS is currently under the Government consideration. He hopes that by the end of October 2008, the Decree will be adopted and the UFMS will open the work permit issuance for foreign employees from the CIS.
 
AEB Conference’s participants also have an opportunity to send their requests on various important issues to the representatives of the RF Ministry of health and social development and Federal Migration Service in written form.
