The first presentation of the strategy concept of SC Avtodor to European investors


On 16 November 2012, the Public-Private Partnership (PPP) Committee of the French-Russian Chamber of Commerce (CCIFR), in partnership with Gide Loyrette Nouel (GLN) held a conference "From Russia to France: A Presentation of Russian Transport Projects for European Investors", which took place in the Paris office of Gide Loyrette Nouel (GLN). At the conference, the State Corporation Russian Highways (Avtodor) presented its main guidelines for its development strategy.

Avtodor’s plans include increasing the length of speedways by up to 12,000 km by 2030, creation of new transport corridors, including: Europe - Western China, highway "South-Western Chord" and a corridor from the border of Belarus to the border of Kazakhstan, as well as the implementation of important projects in various regions of the Russian Federation. This programme will require investments in the amount of 34 billion euros up to 2019 and 18 billion euros from 2020 to 2030, including 9 billion euros to be raised from foreign investors, including the use of PPP schemes. Serguei Kelbach, Chairman of the Board of the SC Avtodor, underlined that the experience of international companies plays an important role in the development of the road industry in Russia, and that involving the world leaders in this sector in Russian projects is one of the priority tasks of Avtodor.
The companies Vinci Concession and KIK Transproject presented their projects currently being implemented in the transport sphere: respectively, the Moscow - Saint Petersburg toll highway (at the section between 15 and 58 km along the route) and elaboration of the documents for the Life Cycle contract for the highway M-1 Belarus (at the section between 33 and 456 km along the route).
The major Russian banks, such as Gazprombank, Sberbank of Russia and VTB Capital shared their financing experience. They quoted both successful examples and current problems and risks which the banks face when arranging the financing of such projects.  Alexander Dolgov, GLN partner and head of the Russian PPP and project finance practice, Vice-Chairman of the CCIFR PPP Committee, remarked: "Amendments made to the Federal Law "On Concession Agreements" in spring, which considerably improved the concession agreements' regime in the highway sector, demonstrate the importance of attracting private investments by the state into highway projects".
Russian transport projects have generated much interest among representatives of two countries, as well those of European investors. The conference brought together more than 120 participants, including representatives of the Ministry of Transport of the Russian Federation, the Ministry of Economic Development of the Russian Federation and the Moscow City Transport Agency, as well as major players such as Vinci, Bouygues, Atos, IT Solutions, SNCF, Thales; SNC Lavalin, Egis, North-Western Concession Company (NWCC); SETEC Engineering as well as international and French banks, such as EBRD, Sociйtй Gйnйrale, Natixis, Caisse des dйpфts. According to Anton Stadnikov, a member of the Board of Directors of NWCC and Vice-Chairman of the CCIFR PPP Committee, "the profound interest of major European infrastructure companies in today's event evidences the potential demand for future road projects in Russia".
The conference organised by the CCIFR has become one of the most important recent bilateral Russian-French events in the sphere of PPP and transport. According to the General Director of the Chamber, Pavel Chinsky, it should have real results in the near future and serve in the development of the transport potential of the country.
