Sergei Dubinin was recently appointed member of the Board of Directors of VTB Capital. He will be responsible for developing business relations with large corporate customers in financial and industrial sectors. Amongst his peers, Sergei Dubinin is considered a prominent representative of the Russian economic thought and one of the most qualified specialists in the field of business management.
Chairman of the Central Bank of the Russian Federation from 1995-98, he has in-depth expertise, having held executive positions both in government institutions and large Russian corporations such as Gazprom and RAO UES, where he worked during the most active periods of Russian market development and domestic economy reformation.
Having graduated with honors, Doctor of Economics from the Lomonosov Moscow State University (1976-91), Sergei Dubinin went ahead to make a brilliant career for himself.
He was consecutively, Deputy Chairman of the Russian State Committee for Economic Cooperation with CIS member states; Russia’s First Deputy Minister of Finance and Russia’s acting Minister of Finance.
From October 1995 — September 1998 he was the Chairman of the Central Bank of the Russian Federation.
From October 1998, he was Deputy Chairman of the Board of OAO Gazprom, where he was in charge of issues related to project financing, banks and securities.
From 2001 – 2004, he was Deputy Chairman of the Board of RAO UES of Russia.
In 2004, he was appointed: Member of the Board of RAO UES of Russia and from 2005 - 2008 he also held the position of Financial Director of RAO UES of Russia.
