AEB Customs and Transport Committee’s proposal was reflected in the Federal Law

The AEB Customs and Transport Committee’s proposal to increase the period of time when non-certified imported goods can wait for certificates after release from customs from 45 to 90 days was considered positively and was reflected in the Federal Law of the Russian Federation No 166-FZ "On Amendments to Certain Legislative Acts of the Russian Federation in order to take urgent measures aimed at ensuring sustainable economic development and preventing the consequences of the spread of a new coronavirus infection". 


The Committee's work in this direction was actively pursued during the spring of 2020. The Committee took part in an online meeting of the interdepartmental operational working group on monitoring problem issues of conformity assessment of products. 
The result of the discussion was a proposal introduced by the AEB on the [temporary] increase in the period of submission of documents after the release of goods and the introduction of relevant amendments to Part 1 of Article 107 of the Federal Law of 03.08.2018 № 289-FZ "On Customs Regulation and on Amendments to Certain Legislative Acts of the Russian Federation which was supported by the Ministry of Economic Development and Ministry of Finance. 
On 8 June, Law № 166-FZ was signed by the President and came into force. The provision proposed by the AEB can be seen on page 31 of the Federal Law (point 4, Article 20).
Sergei Gusev (Electrolux), Deputy Chair of the Customs and Transport Committee, Chair of the Product Conformity Assessment Committee, comments on the successful implementation of this initiative: "The success was facilitated by a combination of factors: clear, professional and reasonable explanation of the idea suggested; ability to take advantage of the situation ("epidemic regulation activity" allowed to return and solve a very old problem), right choice of an "addressee". The coordinated work of the committee and the interdepartmental working group, as well as competent operation of the Customs and Transport Committee Coordinator and useful interaction with all stakeholders, cannot be overlooked’.
