AEB took part in the meeting of the Russian Federal Tax Service Advisory Council on taxation of foreign investors

On December 17, 2024, the Russian Federal Tax Service held a meeting of its Advisory Council on Taxation of Foreign Investors and Commercial Organizations with Foreign Investment.
Daniil Egorov, Head of the Russian Federal Tax Service, opened the meeting and gave an overview of revenues by levels of the Russian budget system, structure of VAT refunds by terms, dynamics of the volume of requests for documents, personal income tax 2025 and building a fair tax system, tax reform for USN and tax amnesty.
Tadzio Schilling, AEB CEO, Ksenia Litvinova, Deputy Taxation Committee Chair, Partner, Pepeliaev Group, and AEB Taxation Committee representatives took part in the meeting offline and raised a number of issues in part of taxation of VAT on re-import of goods, VAT withholding tax on freight forwarding and international transport, as well as categories of intra-Russian transactions within the perimeter of transfer pricing checks and the databases used.
The event was chaired by Julia Shepeleva, Deputy Head of the Federal Tax Service, and attended by several high-level representatives of the Russian Federal Tax Service.
The meeting provided a platform to discuss recent changes in tax regulation and administration. The meeting’s agenda included issues related to the operation of interactive services, transfer pricing, taxation of personal income, insurance premiums, currency regulation and counter-sanction restrictions, as well as country reports.
The meeting was organized in hybrid format with over 35 offline and over 150 online participants.
The event was attended by representatives of AEB, American Chamber of Commerce in Russia, Franco-Russian Chamber of Commerce, Industry, Russian-German Chamber of Commerce and China Council for the Promotion of International Trade (CCPIT).
