Briefing by Mukai Kadyrkulov, Minister of Customs Cooperation of the Eurasian Economic Commission

On July 4th, 2017, Mukai A. Kadyrkulov, Member of the Board, Minister for Customs Cooperation, Eurasian Economic Commission gave a briefing that has been organized by AEB Customs and Transport Committee.


The Briefing has been opened by Dr. Frank Schauff, AEB CEO, and then moderated by Dmitry Cheltsov, AEB Customs and Transport Committee chairperson, General Delegate to the IRU Permanent Delegation to Eurasia. 

Frank Schauff and Dmitry Cheltsov underlined that constructive cooperation and open dialog with Eurasian Economic Commission (EEC) is highly appreciated by AEB members. AEB will continue to share with EEC the best European practices of customs administration and regulation including examples of customs processes managed in Europe by AEB members. 

Mr. Kadyrkulov presented main recent changes in customs regulation and confirmed that EEC is open for constructive dialog with business.
 
Almost 70% of the amendments proposed by business society to the Customs Code were included in final version of document. Due to EEC cooperation with business the New Customs Code was developed within rather short period and will come into force from the 1st of January 2018. Meantime, the integration of national information systems of the EAEU member states will take time and efforts. The residence principle is still present in the Customs Code due to the separate national tax system of each EAUE member states. 

Dmitry Nekrasov, Director of Department on customs legislation and law enforcement practice, EEC, presented the main innovations of new Customs Code and drafts of new decisions of the Commission which are now under development in cooperation with business. Mr. Nekrasov informed that new Customs Code imposes EEC about 300 decision authorities. On that basis about 100 EEC Decisions will be developed, among them 25 are now priority Decisions. 

Elena Bricheva, Head of the Division for customs payments, customs value and country of origin, EEC, made a presentation concerning customs payments regulation in EAEU.
