Decree of the Mayor of Moscow "On the introduction of the state of high alert" with the spread of COVID-19

On 5 March 2020, the Mayor of Moscow published the Decree №12-UМ "On the introduction of the State of High Alert" introducing significant reporting and quarantine rules (“Measures”) aimed at limiting the spread of COVID-19.


The most significant of the Measures are:

1. Anyone arriving from areas where COVID-19 cases have been recorded must
- inform the local authorities about his/her arrival; and
- in case of any respiratory symptoms call medical assistance to the person's home (rather than visiting a hospital or doctor).

2. Anyone arriving from China, South Korea, Italy, France, Germany, Spain or Iran must follow a regime of self-isolation at home for a period of 14 days. Visiting the workplace, schools or universities is not permitted. Any other visits to public spaces must be kept to a minimum.
