On August 27, 2013 Frank Schauff, AEB CEO, Dmitry Cheltsov, AEB Transport and Customs Committee Chairman, and the members of AEB Customs and Transport Committee met with Tatiana Golendeeva, Deputy Head, Federal Customs Service (FCS), and Ruslan Davydov, Deputy Head, FCS, to discuss new FCS requirements and changes in the TIR Carnet use for the customs transit in the Russian Federation.
The FCS reconfirmed the changes in border crossing procedures under the TIR Customs Transit Convention. They will come into effect on 14 September 2013. Under the new requirements there are several options to provide additional guarantees from the TIR Carnet, namely: liquid funds; bank guarantee; bail/third-party guarantee (poruchitelstvo); via official customs carriers; under customs convoy. More details on how the changes will be implemented in the customs controls with Belarus and Kazakhstan, will be spelled out in the beginning of September 2013.
