Сhanges in the regulation of digital advertising: new obligations for advertisers and technical solutions

On October 18, 2022, the AEB Public Relations & Communications Committee held an open event on the topic “Changes in the regulation of digital advertising: new obligations for advertisers and technical solutions”.


On September 1, 2022, amendments to the Federal Law "On Advertising" dated March 13, 2006 N 38-FZ came into force. Now digital advertising in Russia must undergo mandatory labeling and registration. According to the Law on Advertising, advertising is specifically defined as information that is disseminated via any channel, in any format, and through any media with the intention of attracting attention to and maintaining interest in the object of advertising, as well as promoting it in the market. 

Our experts Irina Shurmina, Counsel, Head of Digital Law Practice, and Tatyana Sviridova, Senior Associate, Dispute Resolution Practice at SEAMLESS Legal, spoke about the regulatory framework for the new online advertising regulation.

Marianna Ivanova, Co-Chair of АKAR Lawyers' Section, Head of the Legal Department of LLC “GPM Radio” Association of Communication Agencies of Russia, head of the legal department of GPM Radio LLC, reviewed in detail the new requirements for labeling digital advertising and explained to whom the amendments to the Law on Advertising apply. 

Nikolay Kiselev, Co-Chair of the Association for the Development of Interactive Advertising Committee on Digital Video Ad, Director of Media Operations Support of Digital Alliance, explained to the participants of the webinar the practice of preparing and implementing new processes in companies to comply with the additions to the Federal Law “On Advertising” and labeling advertising in Internet.

The event was supported by the Association of Communication Agencies of Russia and the Association for the Development of Interactive Advertising.
