IT Localization: From Regulatory Requirements to Business Opportunities

On February 19, 2026, the AEB IT & Telecommunications Committee with the support of Axenix held an open event in Moscow (Future Camp, Axenix office) titled “IT Localization: Requirements, Challenges and Growth Points. From Regulatory Framework to Business Opportunities.”


IT localization has become a critical factor for business resilience in Russia. New requirements for personal data localization, restrictions on cross-border data transfers, limitations on the use of certain foreign software and cloud services, and discussions around ERP systems as potential critical information infrastructure (CII) objects are forcing companies to rethink their IT strategies and governance models.

During the event, experts reviewed the evolving regulatory landscape, discussed CII compliance strategies, and explored the use of LLM-based solutions for infrastructure management automation and cybersecurity incident response. Business representatives shared practical transformation cases, including migration from global ERP platforms to local solutions, and reflected on how these changes affect operational efficiency and overall business performance.

The panel discussion brought together experts of leading companies to compare localized and global IT models, assess risks and benefits of the new reality, and identify growth opportunities in a rapidly changing regulatory environment.
