Joint event of: AEB Migration Committee, AEB HR Committee, AEB Taxation Committee: ”Structuring of the foreign employees’ remuneration system: migration, labor, and taxation aspects”

On November 22, 2017, the AEB Migration Committee, AEB HR Committee and the AEB Taxation Committee held open joint event  ”Structuring of the HQS foreign employees’ remuneration : migration, labor, and taxation aspects”. The Event was moderated by Ludmila Shiryaeva, AEB Migration Committee Chairperson, GR Director, EY.


On November 22, 2017, the AEB Migration Committee, AEB HR Committee and the AEB Taxation Committee held open joint event  ”Structuring of the HQS foreign employees’ remuneration : migration, labor, and taxation aspects”. The Event was moderated by Ludmila Shiryaeva, AEB Migration Committee Chairperson, GR Director, EY.

The event was aimed to discuss the main concerns that companies face   in terms of  remuneration structuring  of expatriate employees working in Russia.

Ludmila Gurova, Mobility team leader, IKEA, has initiated the discussion presenting employer's vision on the salary structuring of foreign employees (HQS) and  demonstrating  the complexity and conflict of certain provisions of the relevant Russian legislation. 

Further Ekaterina Matveeva, Senior Manager, People Advisory Services, EY, has highlighted the HQS salary taxation requirements: theory and practical issues.

Lubov Gribanova, Manager, Tax & Legal Department, Mazars, has presented the complex situations  related to  HQS:  caused by additional payments to be paid by company to reach salary level required by law, related corporate tax risks.
 
Closing up the Event, Valery Getmanenko, Associate, Baker McKenzie, has addressed the possible income tax exemptions and benefits while planning the expenses and compensation payments due to HQS: court practice. 

As a result of the discussion at the Event it was agreed to organize  the working group of representative of the relevant committees, to elaborate the recommendations on how to accommodate the conflicts in migration, taxation, and labor requirements.. 
The recommendations developed by AEB members, will further be addressed to the Governmental officials for further discussion and possible implementation.
