Joint meeting of the AEB federal and regional committees on transport and customs

On 11 October, 2017 as part of the event AEB Day in St. Petersburg, a joint meeting of the AEB federal and regional committees on transport and customs was held at the Corinthia Hotel St. Petersburg. 


The event was organized with participation of the representatives of the North-West Customs Administration of the FCS of Russia (SZTU): Andrei Vasiliev, Deputy Head of the NWCA - Head of the Federal Customs Revenue Service, Stanislav Shklensky, Head of the Department for the Implementation of Advanced Customs Technologies of Customs Control Services, SZTU; Maria Yakovchik, Head of the Customs Inspection Department on post- release of goods, the Customs Control Service SZTU, Ekaterina Ladynina, Head of the Department for Trade Restrictions and Export Control of the Federal Customs Revenue Services, SZTU.

The participants of the event were given the opportunity to obtain information on the specifics of customs control in post-release of goods, on the implementation of technologies for the automatic registration and automatic release of declarations of goods, on the application of technical regulation measures, and on forthcoming changes caused by new Customs Code of Eurasian economic union and new version of the Federal Law of the Russian Federation "On customs regulation".

Issues related to determining and adjusting the customs value of goods, and the signs of doubtful declaring of customs value of goods  aroused the greatest interest from the participants of the event. During the discussion, Andrei Vasiliev commented on the six main features that are used by the SZTU to identify doubtful declaring of customs value of goods. 

One of the most controversial issues was the implementation by the customs authorities of control over compliance by importers with the requirements of technical regulations in respect of the mandatory labeling of goods. AEB member companies expressed their views on this issue and shared the practice of implementing such control in other EAEU member states.

Representatives of the SZTU were recommended to solve problematic issues related to law enforcement by putting forward proposals for amending Annexes 9 to the Treaty on the Eurasian Economic Union dated from 29 of May 2014, and to the Regulation on the uniform labeling of products in the market of the member states of the Customs Union, approved by Resolution No. 711 of the Customs Union Commission of 15/07/2011. At the same time, Ekaterina Ladynina informed the participants of the event that according to Order No. 74 of the Collegium of the Eurasian Economic Commission dated from 11/07/2017, a working group was established to draw up a new procedure for the import of products subject to mandatory conformity assessment in the customs territory of the Eurasian Economic Union which shall replace the current procedure approved by Resolution No. 294 of the Board of the Eurasian Economic Commission of 25/12/2012. It was suggested that the AEB proposals on changing the compliance control procedure of mandatory requirements for the labelling of goods are forwarded for the consideration of the Working Group.

At the same time, issues related to filling out goods movement statistical forms, and administrative responsibility in the event of insignificant violations thereof were also discussed. In the opinion of the representatives of the NWCASZTU of statistical data, and therefore it is not possible to talk about the insignificance of any information indicated in the statistical forms.

The moderator of the round table meeting was Wilhelmina Shavshina, Deputy Chairperson of the AEB Customs and Transport Committee, DLA Piper. 

Dmitry Cheltsov, Chairperson of the AEB Customs Transport Committee, General Delegate to the IRU Permanent Delegation to Eurasia, and Sergey Vasiliev, Chairman of the Subcommittee of the AEB NWCA for Customs, Transport and Logistics, DLA Piper, shared the results of the work of the Committees, reported on some important issues on which the committees are currently working on, and also noted the long-term and constructive cooperation with the representatives of the North-West Customs Administration and FCS of Russia as a whole. At the end of the event, AEB member companies expressed their interest in attending events of this format in St. Petersburg.
