Meeting of the AEB and the EEC on the application of the technical regulations of the EAEU

On October 15, 2021, the AEB Product Conformity Assessment Committee held an open working meeting with representatives of the Eurasian Economic Commission headed by Timur Nurashev, Director of the Department of Technical Regulation and Accreditation of the EEC.


During the meeting, the participants discussed a wide range of issues in the sphere of technical regulation in such areas as energy efficiency, low-voltage and high-voltage equipment, wheeled vehicles, machinery and equipment, chemical products, food, construction, and tobacco products.

Representatives of the AEB expressed their willingness to provide expert support in the development of amendments to technical regulations, considering the fact that currently technical regulations of the EAEU are largely harmonized with European Directives, on the practice of enforcement of which the members of the Association have already accumulated considerable experience and expertise.

In addition, the meeting participants exchanged views on the principles of product conformity assessment, the need to accelerate the processes of updating the lists of standards, mechanisms for making technical corrections to the texts of individual regulations and discussed the prospects for harmonization of technical regulation among the EAEU member states.

A separate place in the discussion was given to the topic of temporary measures extension used in the certification of mass-produced products in an unfavorable epidemiological situation caused by the spread of a new coronavirus infection (COVID-19), as well as revision of certain provisions of temporary measures, including the procedure for periodic evaluation of certified products and remote assessment of production sites.

The representatives of the EEC highlighted new planned pilot projects on mutual recognition of test protocols of foreign laboratories, development of mechanisms for making technical corrections to regulations, and shared with the audience the views towards tightening approaches on supervision of products on the market and activities of accredited certification bodies.

The parties noted the benefits of holding such meetings and the high expert level of discussion and concluded that it is advisable to hold periodic meetings to discuss problematic issues of technical regulation.
