Meeting on the product conformity assessment

On July 29, 2022, the meeting with representatives of the Ministry of Economic Development of Russia, the Ministry of Industry and Trade, the Federal Customs Service, the Federal Service for Accreditation, and business associations took place. The effectiveness of anti-crisis measures taken by the Russian Government in terms of assessing the conformity of products, including foreign goods delivered to Russia, was discussed.


The meeting was attended by Sergey Gusev, Chairman of the AEB Committee for Product Conformity Assessment, Deputy Chairman of the AEB Committee for Customs and Transport, Technical Regulation Manager, Electrolux Rus. 

During the meeting, Sergey Gusev voiced a proposal to change the settings of the FSIS of the Federal Accreditation Service as soon as possible in order to ensure the technical possibility of entering information on the postponement of the inspection control of certified products by 6 months (clause 2 of Appendix No. 18 to the Decree No. 353 of the Russian Government of March 12, 2022), in addition to the postponement of inspection control carried out earlier (on the basis of paragraph 3 of the Provisional Measures applied in the certification of mass-produced products, approved by the Decision of the EEC Council dated April 18, 2018 No. 44). 

It was also proposed to amend the Procedure of the importation into the customs territory of the EAEU of products subject to mandatory conformity assessment (paragraph 6 of the Procedure for the importation of products into the customs territory of the EAEU dated November 12, 2021 No. 130), in order to bring the rules established by this Procedure for the import of spare parts for repair of products, components, raw materials and materials for production needs in accordance with the rules for the import of such goods established in the Russian Federation (subparagraph "a" of paragraph 4 of Appendix No. 18 to Decree No. 353 of the Russian Government of March 12, 2022). 

Both proposals were met with understanding and support by both representatives of the business associations and representatives of federal executive bodies. The mentioned propositions will be discussed in the near future at interdepartmental meetings as part of monitoring the effectiveness of measures, taken in the Russian Federation in terms of product conformity assessment, and development of solutions to increase the effectiveness of such measures.
