The Association of Europeans is pleased to announce that on June 23, 2020, the Russian Government approved the second list of European highly qualified specialists (HQS), who are now allowed to come back to Russia.

The list, compiled by the AEB with the assistance of the Chamber de Commerce et d’Industrie France Russie, Confindustria Russia, the Finnish-Russian Chamber of Commerce, and other partner associations includes more than 190 European business people, who has been granted permission to return to Russia individually, according to the order of Deputy Prime Minister Tatiana Golikova under the condition to observe a 14-day quarantine upon their arrival.

This list was issued in addition to the previously approved list of May 29, in which 57 people received the right to come back to Russia. Some of them had already arrived in Moscow in early June, as well as on board of two special Lufthansa flights from Frankfurt, organized through the Embassy of Germany and the Russian-German Chamber of Commerce on June 11 and 25 respectively.

On behalf of AEB, we would like to express our sincere, deep gratitude for Ms. Golikova's prompt assistance in authorizing foreign CEOs and heads of foreign AEB member companies outside Russia to return and take up their duties.

We also thank our colleagues from European embassies and chambers of commerce that, together with the members of the AEB Migration Committee, have made relentless efforts to organize the return of foreign top executives to Russia. 

The Association of European Businesses sincerely hopes that, due to the coordinated work of all European business communities and with the support of the Russian Government, foreign HQS will be able to freely enter the Russian Federation and participate in the ongoing activities of their companies.
