Tax Challenges Arising from Digitalisation. OECD Pillar One Blueprint

On November 24 the AEB Taxation Committee held a webinar, where the OECD Report on Pillar One Blueprint was discussed.


OECD Report on Pillar One Blueprint ("Tax Challenges Arising from Digitalisation") was published on October 14, 2020, and was focused on new nexus and profit allocation rules favoring user (market) jurisdictions. 

The participants of the webinar, moderated by Alina Lavrentieva, Chairperson of the AEB Taxation Committee, PwC, discussed the underlying concept and mechanics of application, its relevance to Russia and related matters.

Special guest of the meeting Elisey Balta, Head of the International Cooperation and Currency Control Department, the Federal Tax Service of the Russian Federation spoke about the consequences and prospects of implementing Pillar One in Russia.

Another special guest - Georgia Maffini, PwC London (former Deputy Head of the Tax Policy and Statistics Division at the OECD) - shared her view on some practical implications of the Pillar One initiative.

In addition, at the panel discussion led by Arseny Seidov (Baker McKenzie), Taxation Committee experts - Evgenia Veter (EY Russia), Alena Gatina (Nissan), Valeria Khmelevskaya (Brand & partners) - discussed practical aspects of the proposed taxation rules. Alexey Lyudvik, Deputy Chairperson of the Taxation Commitee  (VOLKSWAGEN Group Rus) concluded the event by closing remarks.
