A meeting of the AEB Waste Management Working Group took place on September 17. 

The participants discussed the specifics of the application of the Government Order No. 2330-r, which establishes requirements for the mandatory use of a certain proportion of secondary raw materials in the manufacture of certain types of products and in the provision / performance of certain types of services / works. The representative of the REO PPK noted that this legal act will also be used when applying the reduction coefficients for secondary raw materials under the EPR.  The document does not apply to importers and does not concern packaging for food products.

The central topic was the discussion of the experiment for importers, which started on 1 September. Participants noted private failures in the EFGIS UOIT system when submitting reports. In addition, the companies are concerned about the risk of Rosprirodnadzor to use Articles 8.2 and 19.5 of the Code of Administrative Offences to impose fines.

The meeting was attended by Gusen Ibragimov, Deputy Head of the Department of Extended Liability of Producers PPK REO, Sergey Podoynikov, Executive Director of EcoShinSoyuz, Nikolay Pavlov, Chairman of the Presidium of the Association of Waste Disposers “Clover”, Mikhail Penkov, Deputy Director General for Development of the Association “League of Waste Paper Recyclers”, representatives of the Chamber of Commerce and Industry of the Russian Federation.
