The Association of European Business is pleased to invite you to a round table discussion organized by the AEB Technical Regulations Committee and dedicated to the following topic: “Current Status on the Development and Implementation of New Technical Regulations in Russia”, main speaker: Sergey Pugachev, Deputy Head of ROSTEHREGULIROVANIE.
The open event will take place from 10.00 am to 12.00 pm (registration from 09:30 am) on Thursday, February 5th, 2009 at the AEB Office (Ul. Krasnoproletarskaya 16, bld 3, entrance 8, 4th floor).
This meeting will provide you with an excellent opportunity to assess the challenges faced by European companies based in Russia, with regards to the implementation of new technical regulations.
Information about the “Law on Technical Regulation”
The Federal Law 184-FZ of 2002 "On technical regulation" amended by Laws 45-FZ, 65-FZ, 309-FZ and 160-FZ changes radically the whole system of technical regulation in Russia:
The most important changes introduced by this Law, which cover “products” in a very broad sense and the processes having a possible influence on products’ characteristics are:
replacement of mandatory compliance with standards by mandatory compliance with technical regulations, meant to ensure protection of life and health of people, property of natural and legal persons, protection of the environment, of life, of health of animals and plants, prevention of actions misleading consumers.
voluntary application of standards
predominant use of mandatory declaration of conformity over mandatory certification
