Sergei Dubinin is a current member of the VTB Board of Directors and a former Chairman of the Central Bank of the Russian Federation as well as a former acting Minister of Finance. Graduating in Economics from Lomonosow Moscow State University in 1970, Sergei Dubinin at first followed an academic career, establishing himself as an expert for international finance and economic policy within this prestigious Faculty, where he became a Doctor of Economics and an Associate Professor. From the early nineties onwards, Dr. Dubinin increasingly turned his expertise into practice to aid the transition of the Russian economy. From 1991 to 1992 he was an economic expert to the USSR Presidential Office, before sitting on the Russian State Committee for Economic Cooperation with CIS member states as Deputy Chairman. As one of the leading Russian economic thinkers, Dubinin quickly rose through the ranks of the Ministry of Finance, which he headed as acting Minister in 1994. A year later he was appointed Chairman of the Russian Central Bank, a post he held for almost three years. Furthermore, Sergei Dubinin has played a pivotal role in the management of several high-profile Russian companies, especially as First Deputy Chairman of the Board of Imperial Commercial Bank, where he dealt with issues related to Gazprom. He consequently became a member of the Board in 1995 and Deputy Chairman in 1998 of RAO Gazprom. For the past eight years, Sergei Dubinin has served as Deputy Chairman of RAO UES, Russia’s electricity trading and holding company. From 16-th of June 2011 till now - Chairman of the Supervisory Council of the JSC VTB Bank. The working languages of the meeting are Russian and English.
