The Association of European Businesses, with the support of the Presidential Administration of the Russian Federation, organised a Business Mission to Rostov – Krasnodar – Sochi from July 9 – 13, 2007. The itinerary of the trip included meetings with top regional and municipal government representatives, and with European and Russian company representatives.

Dmitry Kozak, Official Representative of the RF President in the Southern Federal Region, addresses the delegation on the local investment climate

One of the highlights of the Business Mission was the meeting with Dmitry Kozak, Official Representative of RF President in Southern Federal Region. Reiner Hartmann, Chairman of the AEB Board led the delegation at the meeting.

Mr. Kozak was keen to underline the Southern Federal Region’s interest in attracting European businesses and their commitment to ensuring that the region benefits fully from foreign investments into its economy.

He pointed out that the Southern Federal Region has a population of 23 million and a highly developed transportation infrastructure – the density of highway and railway communications is 3.5 times higher than the average in Russia. The region produces a fifth of all agricultural products in Russia and has very developed industrial production sites, the biggest industrial centres being in Krasnodar and Volgograd. The Southern Federal Region is also Russia’s tourist capital.

Another discussion point at the meeting was the issue of security – something that many view as a barrier to investment in the SFR.

“We are pleased to say that this is just a stereotype. The level of crime in this region is actually lower then in the rest of Russia”.

Mr. Kozak called on AEB member companies to seriously consider investing in the SFR, specifically in the areas of hydro-energy, tourism and leisure – the latter being particularly interesting given plans to create a gambling zone on the borders of the Rostov and Krasnodar regions.

Alexander Remezkov, First Vice-Governor of the Krasnodar Region, greets the AEB's Dr. Frank Schauff

July 12 opened with a meeting with Alexander Remezkov, First Vice-Governor of the Krasnodar Region.

A central talking point was the region’s strategy in the run up to the 2004 Olympic Games in Sochi. Mr. Remezkov explained that the government had pledges $7 billion for the construction of Olympic projects and the area is expected to attract a further $6 billion of private investment.

Reconstruction projects include the city’s sea port and Anapa City Airport, which will be used to back up Sochi Airport during inclement weather. New highways connecting Sochi and the Central part of Russia are also planned. The First Vice-Governor also urged foreign investors to look at such projects as the creation of special recreational zones (expected investments $5 billion), gambling zones ($3 billion), as well as reconstruction of ports on the Azov and Black seashores about ($4 billion).

Mr. Remezkov assured the AEB delegation that every effort will be made to make European businesses feels “at “home” in Kuban and offered his personal assistance in addressing issues raised by participants.

Dr. Schauff stressed that the AEB recognises the strong economic potential of the Krasnodar region and is assured of the intention on the part of many of its members to invest in the region further.
