In the framework of the AEB Round Table on Public–Private Partnership (PPP) representatives of both public and private sector telecommunication firms had the opportunity to discuss investment projects and identify problems and opportunities related to the implementation of PPP telecommunication initiatives.

Among our speakers was Oleg Biakhov from the Ministry for Information Technologies and Communications of the Russian Federation. His principal responsibility as a director is the development of strategy for Russia to enter the global information society. Mr. Biakhov was a principal designer of Russian government efforts to support the national ICT industry, where he dealt directly with the government program developing technoparks, a special taxation regime for IT companies and a state–supported venture fund for the IT industry.
