We are pleased to invite you to a joint event organised by the AEB Legal Committee, the Committee on Insurance and Pensions, and the Committee on Health, Safety, Environment and Security on the topic: "Critical Infrastructure: New Security Requirements and Risk Management".
The event will take place on 14 September 2026, from 15:00 to 17:00, in an offline format at the AEB Conference Centre (Butyrsky Val, 68/70, bldg. 1, office 13, Moscow).
Please note that online participation will not be available.
During the event, we will examine in detail the provisions of the recently adopted Presidential Decree № 604 regulating the security of critical infrastructure facilities. Particular attention will be paid to the practical aspects of complying with the new requirements, the interpretation of key definitions, and the response mechanisms in case of insufficient protection of assets — including the risk of their transfer to temporary state management. We will also discuss personnel security measures, anti-drone solutions (both general and industry-specific for energy, transport and industrial facilities), insurance instruments, contractual and legal mechanisms for allocating liability between counterparties, as well as occupational health and environmental safety issues in the context of the new regulatory requirements.
The invited speakers are leading experts in law, security and insurance: Vladimir Efremov (Melling Voitishkin & Partners), Polina Bardina and Anastasia Kayukova (Firm.one), Dmitry Budanov (Elite Security), and Marina Sotova (Thuricum).
We invite all interested AEB members to join the open discussion, ask questions to the speakers and share their practical experience.
The working language of the event is Russian. Interpretation will not be provided.

For non-member companies, the participation fee is 10,000 RUB (excluding VAT).
