Clarification of Rospotrebnadzor to the decision of the Chief State Sanitary Physician of the Russian Federation №7 dated 18 March 2020

In connection with incoming enquiries regarding the procedure for persons engaged in international road transportation, the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing provides the following information.


1. The consignee in the territory of the Russian Federation that engages a foreign carrier for road transportation shall accept the cargo (goods) shipped to it in a manner that excludes the risks of spreading COVID-2019:

- arrange the acceptance of cargo after it has passed through customs, border and other types of state control when crossing the state border of the Russian Federation, in a manner that minimizes the number of contacts by the foreign driver with other persons and the time of the driver's stay in the Russian Federation;

- ensure prompt departure of the foreign driver from the territory of the Russian Federation;

- in exceptional cases, if the driver (foreign carrier) needs to remain in the territory of the Russian Federation, provide him/her with the conditions for self-isolation that exclude accommodation in hotels, hostels, dormitories and other temporary accommodation, including residential premises, together with other persons.

2. To eliminate the risks of COVID-2019 spread, legal entities and sole traders (residents of the Russian Federation) engaged in international road transportation and/or consignees shall:

- arrange prompt delivery and/or acceptance of cargo, respectively, in a manner that minimizes the number of contacts by the driver who has arrived from countries where COVID-2019 cases are reported, with other persons;

- provide the driver with conditions for self-isolation that exclude accommodation in hotels, hostels, dormitories and other temporary accommodation, including residential premises, together with other persons, including family members and/or relatives;

- inform the driver about:

- the danger of the COVID-19 infection, responsibility for actions/failure to act that lead to the spread of the disease that poses danger to others, or create a risk of the aforementioned consequences;

- the need to immediately report any deterioration in health status and appearance of signs of a respiratory disease;

- the mandatory adherence to self-isolation requirement (remaining in isolated premises that exclude contacts with other people);

- compliance with the personal and public prevention measures;

- provide the driver with personal protective equipment and personal hygiene products.

Please bring this information to the attention of the heads of the supreme executive government bodies of the constituent entities of the Russian Federation and other concerned parties.
