President Putin extended the interim measures to settle the legal status of foreign citizens in Russia until September 15, 2020

On June 15, 2020, President Putin signed Decree No. 392 amending the Decree No. 274 dated April 18, 2020 "On Temporary Measures to Settle the Legal Status of Foreign Citizens and Stateless Persons in the Russian Federation due to the Threat of Further Spread of Coronavirus Infection (COVID-19)”, hence extending the interim measures to resolve the situation of foreign citizens in Russia until September 15, 2020.

The Decree prolongs the validity of the document, which was adopted on April 18, and states that no decisions shall be made regarding citizens of third states and their obligation to leave the territory of the Russian Federation.

According to the Decree, foreign citizens do not need to renew documents on temporary stay (including extension of visas), terms of registration at the place of stay, terms of temporary and permanent residence (including extension of residence permit) if those documents are expiring.

According to the new procedure, foreign citizens arriving in the Russian Federation on a visa-free basis are entitled to apply for a patent or extend it without taking into account the requirements for the deadline for submitting documents for registration, the declared purpose of the visit and departure from the Russian Federation.

Employers who observe the necessary sanitary and epidemiological measures and who have received permits to attract foreign workers can apply for an extension of a work permit for a person with foreign citizenship who arrived in Russia in a manner that does not require a visa.

During this period, no decisions will be made re: undesirability of foreign nationals' stay (residence), administrative expulsion outside the Russian Federation, decision on deprivation of a refugee status, temporary refuge, cancelation of previously issued visas, work permits, patents, temporary residence permits and State program's certificates.
