Russia has changed the rules of entry for foreign citizens

We are glad to inform you that as a result of joint efforts by the Association of European Businesses and other business associations, the Russian Government has amended its legal acts regulating the entry of foreign citizens to as well as the exit of Russian citizens abroad in the context of current restrictions on the background of the COVID-19 pandemic.

On May 18, 2021 Prime Minister Mikhail Mishustin signed a respective Decree N 1291-r "Onamendments to acts of the Government of the Russian Federation" (hereinafter - Decree).


In addition to categories who had been previously authorized to enter Russia such as persons:

 

• item 27: involved in the adjustment and maintenance of foreign-made equipment specified in the list sent to the Ministry of Internal Affairs of Russia by the federal executive body in whose jurisdiction the organization using the foreign-made equipment is;

 

• item 28: engaged in labor activities as highly qualified specialists (HQS), as well as their family members (spouses, parents, children, adoptive parents, adopted children) specified in the list (with indication of the checkpoint across the state border of the Russian Federation and date of entry) sent to the Russian Ministry of Internal Affairs by the federal executive authority in whose jurisdiction the organization (employer) is;

 

the updated document newly authorizes to enter Russia persons:

 

• item 32: entering the country for business trips specified in the lists formed in accordance with the algorithm of actions to ensure entry into the Russian Federation of foreign nationals - owners or top managers of enterprises operating in the Russian Federation and foreign nationals involved in negotiations and implementation of investment projects, approved by the Operational Staff;

 

• item 33-34: entering the Russian Federation on the basis of parts 5.1, 9 and 10 of article 7 of the Federal Law "On preparing and holding the FIFA World Cup 2018, the FIFA Confederations Cup 2017, the UEFA European Football Championship 2020 in the Russian Federation;

 

Moreover, the restrictions on the frequency of exit from the Russian Federation through the  ground checkpoints were removed for Russians with the residence permit in other countries (or other country citizenship), for persons studying at foreign universities and for persons working in a foreign country.

 

Please kidnly note that considering the text of the Decree, a new algorithm of action will be approved by the Operational Staff.
