The Government eases restrictions on entry into Russia for Highly Qualified Specialists

On 25 June 2020, Prime Minister Mikhail Mishustin signed Order №1671-р enabling foreign Highly Qualified Specialists (HQS) with a valid work permit in Russia to enter the country.

HQS are allowed a single entry into the Russian Federation on the basis of a special list. Such a list should be sent to the FSB and the Ministry of Internal Affairs of Russia by the federal executive bodies, which are in charge of the employer or customer of the services of a foreign specialist. Shall also be indicated the checkpoint through which the employee plans to enter the country, as well as the date of arrival.

In addition to a passport, a foreign specialist must have a valid employment contract or a contract for the performance of work or provision of services.

The decision to amend the current regime of entry restrictions introduced due to the COVID-19 pandemic was made following consideration of applications received by the Government from accredited diplomatic missions, Russian and foreign companies, as well as business associations, among which the AEB.
